Licenses for guns, only make them private like SCUBA certs.
Interesting, but it won't work. The same argument applies to this that applies to drivers' licenses: they aren't required for purchasing or privately using the equipment. In fact, if I want to go buy enough scuba gear to fill my garage, I'm allowed to. In fact, I can buy a compressor, fill up my own tanks, and go scuba diving whenever the hell I want. License or no. Scuba shops just can't fill my tanks for me without that PADI card.
I like that someone is at least thinking that "firearms regulation" is something that can be accomplished without the heavy hand of the government. But it just isn't feasible if you actually spend more than a few minutes to think about it.
The NRA does have a well developed curriculum, as well as all manner of certifications... in some ways it is not unlike PADI (basic open water, advanced, wrecks, caves, etc.) However, my NRA card is only useful to get a discount at gun shops, not to "allow" me to buy or use a firearm. If a gun store refused to sell firearms or ammo to anyone who could not prove they had successfully passed an NRA training course, my guess is that store would go out of business sooner rather than later.
Oh, and the Bill of Rights doesn't mention scuba anywhere, last time I checked...
