Biden: The VP is only there to cast a vote in the case of a tie. Nothing else.
Reality: Article I Section 3 - "The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided."
The VP has 2 constitutional roles. One is to take the place of the president should the president be unable to fulfill his duties. The other is to preside over the Senate, casting a tie-breaking vote if needed.
The VP is also historically the president's closest adviser and acts as a Cabinet-level officer in the administration. |
