A discussion with Sebastian at PGP reminded me to check on the status of the WVCDL-supported bill in the West Virginia Legislature that, if passed, will modernize their concealed carry statutes.
Currently, WV has no provision to prevent unauthorized disclosure of private records related to issuance of concealed weapons licenses in the state. This bill includes the language from the now-defunct HB2628 which protects the records. This, and similar loopholes in other states, have been exploited by politically motivated pseudo-journalists in an attempt to embarrass and endanger lawful citizens.
The bill also clarifies various portions of the concealed weapons statute, and allows a licensee to exercise his or her rights while waiting for the sheriff complete the license renewal process.
Most importantly, the bill allows holders of concealed weapons licenses from states which they are not residents to exercise their rights within the state of West Virginia. This is important, because it brings West Virginia's reciprocity in line with the laws of many other states. It will also allow people from states who do not have modern concealed carry laws to carry within the state, pursuant to licenses from states such as Utah or Florida.
The bill is currently in the Senate Judiciary committee.
