NASA as a whole is a decrepit bureaucracy hamstrung by office-political bickering... but once in a while, every so often, one stumbles on one of the jewels of truly stunning competence that's been buried in the drek down there ever since the apollo era. if only there was some way to get rid of all the stifling chaff they're stuck in...
Ah, simple. Privatize. Let NASA remain as the "FAA of space". Let NASA handle some of the defense/intelligence aspects of our space program. But for space exploration and science, the private sector (which does most of the real work these days anyway) will be much more efficient.
The stuff they do is important, but it can be done better. I do like the fact that they've been pushing the concept of "cheaper, faster, better" or whatever they call it... They've gotten better. And faster. And Cheaper. But there is a long way to go to sort through the bureaucracy and make it really viable as a free-market entity.
