HR2640 will probably pass.
I've stated my problems with it before. They are mostly hypothetical. I think the biggest political point about this bill is that it is a victory for the NRA, who has a reputation among the anti-rights crowd as poo-pooing any "gun control" law. Of course, they can point to any number of gun control laws they have supported, but this is another "fresh on people's minds" one to add to the list.
Oh, and I know people who can likely regain their right to own firearms, which was originally lost under questionable circumstances. Of course, just because the law says there must be an avenue for people to appeal their status, there is nothing saying Congress has to fund it. That will be the tricky bit, I'd think.
