I'd prefer they be in secure, humidity-controlled environments, where they are well cared for. Regardless, all you are doing is buying up rusty old .22s to melt down into some ugly-ass "peace monument". Criminals don't turn in guns, even at "no-questions-asked" gun buybacks, except to get rid of evidence.
