The Charleston Gazette is reporting that the NRA-backed bill to promote hunters' education and firearms safety in West Virginia schools made it out of committee by a unanimous voice vote. It now goes to the finance committee before it will make it to the floor.
Since the NRA basically provides all of the material for the course, and instructors can usually be found for free/cheap, or by utilizing current staff, this should cost the state very little to administer. In addition, the goal is to increase state revenue from hunting licenses, which I have no doubt this will accomplish.
I never had the class in High School, and therefore to acquire a hunting license, I would have had to take the class on my own. If everyone takes the class, then going hunting is simply a matter of going hunting, without having to jump through extra hoops for licensing.
In addition, the class is going to cover many other safety aspects, such as boating/ATV safety (more people are killed in WV in ATV accidents than shooting accidents), survival skills and first aid. They will also learn about ethical hunting and conservation.
I'm really not sure how anyone can NOT vote for this bill... but I'm sure someone will raise a stink about disabled firearms, controlled by a teacher, being allowed into schools. Current WV state law doesn't allow any guns onto school property, except for very limited exceptions (on-duty LEO or explicit permission from a school administrator.) I guess this law would also exempt non-functioning firearms used for training, although that may not be necessary since the school board would be giving implied permission to have the gun on school property, keeping in line with the course requirements.
